Of course, it is OK to celebrate Halloween! Just as it is perfectly fine to celebrate the Mexican Dia de los Muertos, the Japanese Buddhist Bon Festival, the Celtic Samhain and the dozens of death-festivals celebrated throughout the world.
Even in the earliest recorded literature, the interaction between the world of the dead and this world was a recurring theme. Gilgamesh and Inanna of Mesopotamia, the Egyptian Hymns of the Dead, the Greek poet Homer with the Iliad and the Odyssey's underworld themes, Christianity with Christ's descent to hell, and indigenous tales in all cultures. Halloween is merely one such festival and is based on ancient harvest traditions.
As one Buddhist example, the Japanese Bon Festival is like an annual family reunion where the family joins together to honor their ancestors. This takes place at a home altar or the grave site and occurs at the same time the spirits are supposed to be revisiting their resting place or place of honor. Often floating lanterns are placed in a river honoring the festival visits of the ancestors and their return to the afterlife.
Halloween is just one tradition among many and celebrating it does no harm. If Halloween troubles you, then ignore it.
